(AP) — Workers pushing for an end to smoking in Atlantic City casinos say the main employee union has been won over by tobacco companies seeking allies in the fight against smoking restrictions. An official of a union involved in the anti-smoking push on Monday called for the head of the Atlantic City casino workers' union, Donna DeCaprio, to resign for failing to protect her members from the dangers of secondhand smoke. DeCaprio is president of Local 54 of the Unite Here union, which opposes a smoking ban on the grounds that so much business would be lost by smokers taking their money elsewhere that it could cause one or more casinos to shut down, costing thousands of workers their jobs. “She should be ashamed of herself,” said Ray Jensen, assistant director of United Auto Workers Region 9, which represents dealers at three Atlantic City casinos and is part of a lawsuit seeking to have the courts force an end to smoking in the gambling halls. “She should hand in her union card.” DeCaprio said her union supports the health and safety of its members, adding improvements to the workplace environment need to be made. “A balance needs to be reached that will both protect worker health and preserve good jobs,” she said. “We are protecting our members against multiple casino closures and job losses. The UAW is eager to sacrifice the entire casino industry and put 25,000 good jobs with benefits at risk.” DeCaprio said between 50% and 72% of all in-person casino revenue in Atlantic City comes from smoking sections, which occupy only 25% of the casino floor. She said her union “and the vast majority of the labor movement” support a proposal that would improve ventilation in casinos and prevent any employee from being assigned to work in a smoking section against their will. Whether to ban smoking is one of the most controversial issues not only in Atlantic City casinos but in other states where workers have expressed concern about secondhand smoke. They are waging similar campaigns in Rhode Island, Pennsylvania, Kansas and Virginia. Workers have been pushing for four years to end an exemption in New Jersey’s clean air law that allows smoking inside the nine casinos. They say they or their co-workers are becoming ill with cancer, heart disease and other conditions related to exposure to second-hand smoke. Gov. Phil Murphy, a Democrat, has said he will sign a bill to end casino smoking if it reaches his desk. The casinos, joined by Local 54, oppose that effort, saying it will cost Atlantic City thousands of jobs and lead to decreased tax revenue for state programs for senior citizens and the disabled. On Monday, the workers group that calls itself CEASE (Casino Employees Against Smoking’s Effects) filed an appeal of a court ruling in August that allowed smoking to continue in the nine casinos. The Casino Association of New Jersey declined to comment Monday. Attorney Nancy Erika Smith said as far back as 1993, tobacco companies targeted labor unions in the hospitality industry as potential allies to work against smoking bans in the restaurant and hospitality industries. That effort included the Hotel Employees and Restaurant Employees Union, a precursor of the Unite Here union. “HERE and the related AFL-CIO affiliates are critical allies which should be cultivated as supporters of the effort to prevent smoking bans,” a public relations firm wrote in a memo to Philip Morris Companies that was made public during several states' litigation against tobacco companies. The memo said having HERE “as an ally in this effort would be a very powerful voice.” As far back as 2001, HERE was part of a 12-member coalition including labor unions advocating for improved indoor ventilation instead of government-imposed smoking bans, according to another document cited in Monday's appeal. Musk, an early OpenAI investor and board member, sued the artificial intelligence company earlier this year alleging it had betrayed its founding aims as a nonprofit research lab benefiting the public good rather than pursuing profits. Musk has since escalated the dispute, adding new claims and asking for a court order that would stop OpenAI’s plans to convert itself into a for-profit business more fully. EDITORIAL: This December 27th was the 17th anniversary of two-time former prime minister Benazir Bhutto’s assassination in Rawalpindi at about the same place where the first prime minister of Pakistan and one of its founding fathers Liaquat Ali Khan fell to an assassin’s bullet nearly 73 year earlier. Both shocking incidents that left an indelible mark on the nation’s democratic journey remain shrouded in mystery. The latter’s assassin was killed on the spot, providing an alibi to whosoever planned and orchestrated the heinous act. Still, nagging questions persist given the uncontested fact that the shooter was sitting in the front row reserved for police officers from the Crime Investigation Department, making it easy for him to target the PM while he delivered his address. Regarding Benazir’s case, there is no doubt whatsoever that the deadly attack on her life was the result of a conspiracy. She was first targeted in October of that fateful year upon return from self-exile. Her massive homecoming procession came under a bombing attack at Karsaz in Karachi. Miraculously, she survived unhurt but hundreds of her party workers and supporters lost their lives. The second time the would-be assassins did everything to achieve their nefarious designs. Sharp shooters placed on rooftops of buildings surrounding her election rally, apparently, failed to find the right opportunity to hit her on stage. But others lay in wait on her way back in an armoured vehicle. As soon as she stood up to respond to a cheering crowd an attacker opened fire followed by a suicide bombing that left her mortally wounded and some 20 other people dead. The then government of Gen Pervez Musharraf blamed it on a Taliban commander, Baitullah Mehsud, who denied any involvement. Ten year later, an anti-terrorism court acquitted five Taliban suspects of conspiracy to murder the former prime minister, but sent two policemen to jail for purported negligence to prevent the attack, and also declared by then ex-president Musharraf - charged in the case - a fugitive from justice. As expected, her son PPP Chairman Bilawal Bhutto-Zardari rejected that verdict. The court, obviously, had overlooked the findings of a UN Commission of Inquiry appointed at the request of PPP government, which brought to light some crucial details. Its April 2010 report noted that the government was quick to blame Baitullah Mehsud, although Bhutto’s foes potentially included elements from the establishment itself. Though it failed to reach a conclusion as to the organizers/sponsors of the attack, the commission said the security arrangements by federal and local authorities to protect Benazir were “fatally ineffective”, and subsequent investigations into her death were “prejudiced” and involved “a whitewash”. No surprise therefore if 17 year on the people and Benazir’s family as well as of those who lost their lives both in the Karsaz and Rawalpindi bombings await justice. This only encourages other potential killers to get rid of any political leader with impunity. In fact two years ago, former prime minister and PTI founder Imran Khan faced a botched assassination attempt in Wazirabad during a protest march on Islamabad. Luckily, he escaped with bullet injuries to a leg. But he was unable to lodge an FIR with the police even though his party ruled in Punjab where it happened. All these appalling incidents underscore the need for democratic accountability over which hangs a big question mark. Undercover FBI agents were not present during the 2021 attack on the US Capitol by Donald Trump supporters, a Justice Department watchdog said Thursday in a report debunking a popular right-wing conspiracy theory. "We found no evidence in the materials we reviewed or the testimony we received showing or suggesting that the FBI had undercover employees in the various protest crowds, or at the Capitol, on January 6," Justice Department inspector general Michael Horowitz said in an 88-page report. Thousands of Trump supporters stormed the US Capitol on January 6 in a bid to prevent congressional certification of Democrat Joe Biden's election victory. Right-wing media and even some Republican lawmakers have spuriously claimed that undercover FBI agents provoked the attack on Congress, which followed a fiery speech by Trump in which he falsely claimed the election had been stolen. The inspector general said that while no undercover FBI agents were present at the Trump rally or the Capitol, 26 FBI informants known as confidential human sources (CHS) were in Washington at the time. Three of the informants had been tasked with reporting on domestic terrorist suspects while the others were there on their own. "None of these FBI CHSs were authorized to enter the Capitol or a restricted area, or to otherwise break the law on January 6, nor was any CHS directed by the FBI to encourage others to commit illegal acts on January 6," the report said. The inspector general also said there had been an intelligence-gathering failure by the FBI ahead of the January 6 attack. "While the FBI undertook significant efforts to identify domestic terrorism subjects who planned to travel to the Capital region on January 6," the report said, "the FBI did not take a step that could have helped the FBI and its law enforcement partners with their preparations. "Specifically, the FBI did not canvass its field offices in advance of January 6, 2021, to identify any intelligence, including CHS reporting, about potential threats to the January 6 Electoral Certification," it said. FBI deputy director Paul Abbate was quoted as saying this was a "basic step that was missed" in "understanding the threat picture prior to January 6." Trump was impeached by the Democratic-majority House of Representatives following the attack on the Capitol, but acquitted by the Senate. He is to return to the White House on January 20 after defeating Vice President Kamala Harris in the November presidential election. More than 1,500 people have been charged in connection with the assault on Congress. The search and the uncertainty around it is a grind, she acknowledged. “I think, as time goes on, and this feels sad, but I think as time goes on, my belief in myself slowly drops a little bit more with more rejections, and so I feel like I’ll be applying to less and less competitive things as I move forward,” Hofstede said. The alarming rise in subway crime over the past five years has New Yorkers on edge . Assaults this year are up 56% over 2019, and after decades in which underground murders averaged one or, at most, two a year, we’ve had 10 so far in 2024 — double the number of killings seen in 2023. So it was great to hear on Monday that the City Council would hold a special hearing to address the problem of safety in the subways. Except: The hearing wasn’t about rampant crime, but about the one type of subway bodily harm that is entirely avoidable — because it’s entirely self-inflicted. “Subway surfing” is a fad where passengers, almost always adolescents, climb on top of subway cars on elevated lines and “surf” them, balancing atop trains that can hit speeds of 50 miles per hour. This obviously dangerous activity has killed six kids this year alone, with another seven badly injured. Subway surfing is clearly no joke. In early November, a girl fell off a 2 train in Harlem and lost an arm and a leg. Grisly images of her arm lying on top of a traffic signal ought to be enough warning for any would-be copycats that this game is a bad idea. In response, the MTA, the schools, the Department of Youth and Community Development and the NYPD have gone all-out with subway ads, a social media campaign and in-school messaging to spread the word . The police are using drones to identify subway surfers in real time, and have arrested 181 of these dotty daredevils so far this year. But leave it to the City Council to grandstand, groan and grouse about how New Yorkers have failed their youth. Public Advocate Jumaane Williams said he was “concerned about the increased arrests of young people,” and especially worried about the “increased use of surveillance technology, especially considering the NYPD’s concerning history of surveilling New Yorkers.” “I often ask myself, would I listen to me as a young person?” Williams pondered during his testimony. “I’m not sure I have the full answer to that.” He concluded his remarks with a predictable demand to “expand resources for youth, including mental-health treatment and safe, engaging after-school programs.” Council Member Althea Stevens continued this line of inquiry. “Why are young people doing this and not engaging our programs? Are our programs not engaging enough?” she fretted. “We have a responsibility to address the root causes . . . including lack of engagement in activities.” The leftist focus on “programs” and “activities” undergirds, of course, their real goal of increased social spending — the eternal progressive answer to every problem. New York City offers 900 after-school programs, all free or almost free, in addition to dozens of sports teams and clubs, and spends billions of dollars to maintain parks, playgrounds, pools and recreation centers, so kids have something better to do than play in traffic or teeter on trains. Nonetheless, we have failed in our “responsibility” to “engage” our youth. Subway surfing is a problem, and kids who do it should probably be introduced to the girl who lost two limbs falling off a train in order to scare them silly. But what’s really telling is that the City Council raced to schedule a hearing on this topic — which, frankly, there’s not much it can do about — while studiously ignoring the subway system’s rampant crime, a problem which falls within its power to address. At a public safety budget hearing in March 2024 — one of the few recent council hearings that has even touched on transit crime — Williams insisted that crime in the subway was caused by the presence of the police. Council Member Lincoln Restler lambasted the NYPD for “sweeping up” non-whites in “mass arrest” operations. And Bronx District Attorney Darcel Clark, without evidence, asserted that “the lack of resources for youth and mental health are driving violence, subway crime and retail theft.” The dirty truth about subway crime is that the city knows exactly how to go about reducing it, because we have done it before. Proactive policing would stop farebeaters who are caught entering the system — a proven method for finding and seizing illegal guns, or at least for convincing people to leave their guns at home. More cops on platforms and trains keep criminals out of the system. And vigorous application of Kendra’s Law would force seriously mentally ill derelicts living in the subway system to get the treatment they obviously need. It’s one thing to pound on the table and demand a solution to the problem of teens putting themselves in danger by clambering over moving trains. It’s something else entirely to deal with the gangbangers, maniacs and menaces who have been permitted to turn the subways of New York into their playrooms. NASHVILLE, Tenn. — Married couples across the U.S. have had access to no-fault divorce for more than 50 years, an option many call crucial to supporting domestic abuse victims and key to preventing already crowded family courts from drowning in complicated divorce proceedings. But some advocates for women worried as old comments from now Vice President-elect JD Vance circulated during the presidential campaign opposing no-fault divorce. After President-elect Donald Trump and Vance won the election, warnings began popping up on social media urging women who might be considering divorce to "pull the trigger" while they still could. Some attorneys posted saying they saw a spike in calls from women seeking divorce consultations. Trump — who is twice-divorced — hasn't championed overhauling the country's divorce laws, but in 2021 Vance lamented that divorce is too easily accessible, as have conservative podcasters and others. "We've run this experiment in real time and what we have is a lot of very, very real family dysfunction that's making our kids unhappy," Vance said during a speech at a Christian high school in California, where he criticized people being able to "shift spouses like they change their underwear." Marriage rates held steady but divorce rates of women age 15 and older declined from 2012 to 2022, according to U.S. Census Bureau data released in October. Despite concerns, even those who want to make divorces harder to get say they don't expect big, swift changes. There is not a national coordinated effort underway. States determine their own divorce laws, so national leaders can't directly change policy. "Even in some of the so-called red states, it hasn't gotten anywhere," said Beverly Willett, co-chair of the Coalition for Divorce Reform, whose group unsuccessfully attempted to convince states to repeal their no-fault divorce laws. Smith, a political science professor at the University of Washington, said while many Americans became accustomed to no-fault divorce being an option, Vance's previous comments on making it more difficult to separate from a spouse could help jump-start that effort. "Even though he's not directly proposing a policy, it's a topic that hasn't gotten a ton of discussion in the last 15 years," Smith said. "And so to have a national profile politician talk that way is noteworthy." Meanwhile, Republican Party platforms in Texas and Nebraska were amended in 2022 to call for the removal of no-fault divorce. Louisiana's Republican Party considered something similar this year but declined to do so. A handful of proposals were introduced in conservative-led statehouses over the years, but all immediately stalled after they were filed. In January, Oklahoma Republican Sen. Dusty Deevers introduced legislation that would have removed married couples from filing for divorce on the grounds of incompatibility. Deevers backed the bill after writing a piece declaring no-fault divorce was an "abolition of marital obligation." Sen. Similarly, in South Carolina, two Republican lawmakers in 2023 filed a bill that would have required both spouses to file for a no-fault divorce application rather than just one. In South Dakota, a Republican lawmaker attempted to remove irreconcilable difference as grounds for divorce since 2020. None of the sponsors of these bills responded to interview requests from The Associated Press. All are members of their state's conservative Freedom Caucus. Nevertheless, some Democratic lawmakers say they remain worried about the future of no-fault divorce. They point to the U.S. Supreme Court overturning the constitutional right to abortion in 2022 as an example of a long-accepted option that was revoked through a decades-long effort. "When you choose to be silent, you allow for this to creep in," said Democratic South Dakota Rep. Linda Duba. "These are the bills that gain a foothold because you choose to be silent." Before California became the first state to adopt a no-fault divorce option in 1969, married couples had to prove their spouse violated one of the approved "faults" outlined in their state's divorce law or risk a judge denying their divorce, said Joanna Grossman, a law professor at Southern Methodist University in Dallas. Qualified reasons varied from state to state, but largely included infidelity, incarceration or abandonment. The system was a particular burden on domestic violence victims, who are often women who could be stuck in dangerous marriages while they try to prove their partner's abuse in court through expensive and lengthy legal proceedings. "If there was any evidence that the couple both wanted to get divorced that was supposed to be denied because divorce was not something you got because you wanted it, it was something you got because you've been wronged in a way that the state thought was significant," Grossman said. To date, every state in the U.S. adopted a no-fault divorce option. However, 33 states still have a list of approved "faults" to file as grounds for divorce — ranging from adultery to felony conviction. In 17 states, married people only have the option of choosing no-fault divorce to end their marriages. The link between rates of divorce and age at first marriage has been borne out over time, but it also explains geographic differences in rates of divorce. Today, most of the states with the lowest rates of divorce are also those with a higher median age for marriage. States like New Jersey, New York, California, and Massachusetts all stand out for having fewer than 10% of adults divorced and an age at first marriage above 30. One exception to this is Utah, which has the lowest overall median age for first marriage at 25.5 but also the third-lowest share of divorced adults at 9%, likely due in part to the state’s strong religious ties to the Church of Jesus Christ of Latter-day Saints . In contrast, Maine and Nevada lead all states in the share of the population currently divorced at 13.9% and 13.8%, respectively. And at the local level, many of the cities with the highest levels of divorce are found in Florida, Appalachia, and the Southwest. The data used in this analysis is from the U.S. Census Bureau’s 2020 American Community Survey . To determine the most divorced locations, researchers at ChamberOfCommerce.org calculated the percentage of adults currently divorced. In the event of a tie, the location with the higher percentage of adults currently separated was ranked higher. To improve relevance, only cities with at least 100,000 residents were included. Additionally, cities were grouped into cohorts based on population size: small (100,000–149,999), midsize (150,000–349,999), and large (350,000 or more). Recommended Videos Public servants took home nearly $150 million in standby pay last year, according to newly-released documents, with some taking home six-figure sums — on top of their regular salaries — just to be on-call. In response to an order paper question tabled by Conservative MP Michael Barrett, many government departments and agencies are paying out thousands — even millions — of dollars annually in standby pay. The Government of Canada defines workers on standby as “employees who are called in by their employer to work during a specific period. The employer expects these employees to report to work if called upon to do so.” So far this year, Canada Revenue Agency paid out more than $1.9 million in standby pay, with 145 employees earning in excess of $5,000 to be on-call. The highest standby payment to a single CRA employee this year was around $20,000 — that’s compared to 2016 when a single worker earned an extra $65,000. Export Development Canada paid out around $230,000 in standby pay so far this year, down from the agency’s 2021’s nine-year high of $434,000. Recommended video The agency’s biggest payout to a single employee was in 2023, when a lone worker took home $105,000 in standby pay. Some government agencies refused to offer data, citing security or privacy concerns — including the Communications Security Establishment (CSE,) Canadian Security Intelligence Service (CSIS,) Natural Sciences and Engineering Research Council of Canada and the Social Sciences and Humanities Research Council of Canada. The Canadian Museum of Human Rights reported nearly $30,000 in standby pay so far this year, but used the privacy excuse to withhold further details. CBC/Radio Canada paid $685,000 in standby pay so far in 2024, with $14,300 reported as the single biggest payout to one employee. The biggest user of standby pay was the RCMP, which, so far this year, paid out $72.2 million. Last year was the RCMP’s most expensive year for standby pay, at $86.6 million. The RCMP paid 9,500 uniformed personnel more than $5,000 each in on-call pay this year, with $110,000 going to a single person. In 2017 and 2022, a single RCMP member took home in excess of $193,000 just in on-call pay. An RCMP source told the Toronto Sun that standby pay is common for the force’s uniformed members, particularly in rural detachments, and that annual standby payments in the tens of thousands of dollars aren’t uncommon.
